Tenant Information

Pittsfield Housing Authority administers the Housing Choice Voucher Program (HCVP) and Public Housing programs to provide safe, decent, and affordable housing to eligible households. While each program operates differently, all tenants share certain rights and responsibilities. The information below provides an overview of how these programs work and what is expected of participating families.


Application:

The Housing Choice Voucher Program and Public Housing are accepted when waiting lists are open.


Waitlists:

Applications are placed on the waitlist by date and time of application. Applications are selected off the waitlist by date and time and according to the following preferences:

  • Families terminated from the HCV Program due to insufficient program funding
  • Project-Based Voucher residents in good standing after one year who request a tenant-based voucher
  • Residents of Berkshire County
  • Families and elderly, disabled, or displaced individuals
  • Up to 25% of new lease-ups may give local preference to City of Pittsfield applicants experiencing qualifying emergency housing situations, as determined by the Executive Director

Eligibility & Qualifications

Once selected, applicants are screened for eligibility based on several factors, including household income, family composition, citizenship or eligible immigration status, and background screening as required by program regulations. Income limits and eligibility requirements vary by program and are established by federal and state guidelines.


Unit Selection & Leasing

Housing Choice Voucher Program (HCVP):

After qualification, applicants attend a Voucher Briefing, after which they may search for housing in the private rental market. The unit must meet program requirements, pass inspection, and the landlord must agree to participate in the program. After unit qualification and inspection, the tenant and landlord sign a lease and the tenant moves in their new home.

Public Housing and Project based Voucher Program:

When selected from the waiting list, applicants are interviewed and complete the qualification process. Once qualified applicants are offered the next available unit that meets their household size and eligibility. Units are offered based on availability, not by applicant’s choice of property.


Rent & Ongoing Eligibility

Tenant rent is based on a percentage of household adjusted income (generally between 27% – 32% for Public Housing and 30% – 40% for HCVP). All households are required to complete annual recertifications and report changes in income, household members, or other required information in a timely manner. Failure to report changes may result in rent adjustments or program action.


Family Responsibilities

All program participants are responsible for:

  • Paying rent on time
  • Complying with the lease and program rules
  • Maintaining the unit in good condition
  • Allowing access for inspections, maintenance, and repairs
  • Reporting required changes promptly
  • Conducting themselves in a manner that does not disturb neighbors or the community

Program Compliance & Termination

Failure to comply with program requirements or lease obligations may result in warnings, notices, or termination of assistance. Tenants are entitled to due process, including the right to an informal hearing or grievance, in accordance with Housing Authority policies.


Reasonable Accommodations

Tenants and applicants with disabilities may request reasonable accommodations to ensure equal access to housing programs. Requests may be made at any time and will be reviewed in accordance with applicable laws and regulations.
